Stage 1. Initial Planning.
The first year of the program consists of project planning, property acquisition, procurement, grant and contract approvals by all three state agencies, as well as starting project design.

Stage 2. Transitional: Planning to Implementation.
The second year of ISCP entails executing design and environmental assessments. This involves communities shifting from planning into implementation of projects in the target areas.

Stage 3. Implementation and Continuum of Support.
The third year and final stage of the program consists of full implementation and construction of improvement projects in target areas.

Huntingburg's Planning & Implementation

After a community is awarded the Stellar designation, it enters into the next phase of the process. This phase consists of three stages from initial planning toward implementation in a three-year timeframe.

Huntingburg completed Stage 1.  Initial Planning and is currently in Stage 2. Transitional Stage and beginning Stage 3. Implementation.  The transitional stage involves executing design and environmental assessments while the final stage entails project construction.  Additionally, in July 2015, Mayor Denny Spinner joined Boxer Girl, LLC and Jagoe Homes announced a new workforce housing project planned as part of the city’s Stellar Communities program. The project, which is privately-funded, is expected to create more than 120 new single-family homes in the community.  The project will be completed in phases, with the first phase having begun construction in June of 2016.

The St. Joseph Hospital Redevelopment project to create senior housing began construction in the spring of 2015 and accepted applications in early 2016. Residents can begin moving in by the late summer of 2016. This is the first project completed under Stellar designation, along with the 9th street extension.
