Indiana Housing and Community Development Authority (IHCDA)
As a leading agency on affordable, quality housing in Indiana, a core mission of the Indiana Housing and Community Development Authority is to create housing opportunity, generate and preserve assets, and revitalize neighborhoods by investing financial and technical resources in the development efforts of community partners throughout Indiana. As part of the Indiana Stellar Communities Program, the Indiana Housing and Community Development Authority focuses on implementing housing-related initiatives to meet its organizational strategic priorities of: (1) developing activities that promote aging in place; (2) encouraging individual self-sufficiency; (3) supporting high-performance building; and (4) striving to end homelessness. On average, IHCDA has committed approximately $4.3 million to each ISCP - designated community over a three-year period through a combination of its funding programs (i.e., Community Development Block Grant (CDBG), Investment Partnerships (HOME), Rental Housing Tax Credits (RHTC), Disaster Relief, and Development Fund Loan programs). |
Indiana Office of Community and Rural Affairs (OCRA)
The mission of the Indiana Office of Community and Rural Affairs is to promote community prosperity to strengthen Indiana’s economy by providing capacity-building solutions to assure ready, marketable, and competitive communities for economic growth. OCRA’s primary objectives within the Indiana Stellar Communities Program are to encourage implementation of those development strategies that adhere to its organizational mission of: (1) promoting community prosperity; (2) strengthening the local and state economy; and (3) providing capacity-building solutions to ensure rural communities are ready, marketable, and competitive for economic growth. OCRA is committed to invest up to $1.5 million in each ISCP - designated community ($500,000 per year). As of December 2014 OCRA, has committed over $8 million to this effort. |
Indiana Department of Transportation (INDOT)
The Indiana Department of Transportation plans, builds, maintains, and operates the state’s transportation system. Its core mission is to enhance safety, mobility, and economic growth. The Local Public Agency - Metropolitan Planning Organization (LPA-MPO) Section oversees the Indiana Stellar Communities Program for the Department of Transportation as part of its mission to assist local governments with transportation-related projects. As a partner in the Indiana Stellar Communities Program, INDOT is committed to invest approximately $6 million per designee over three years.** This accumulates to essentially $2 million per year for each Indiana Stellar Communities Program designee. Most of its funding is allocated from federal and state Transportation Enhancement Grants as well as Standard Federal Transportation funding over the program timespan. **NOTE: In the 2015, INDOT adjusted its investment commitment from $6 million per designee to $1.5 million over a three years for construction funding. |
